The exemption covers travellers enrolled full-time at an accredited institution and travelling for study, research, or a documented academic program. Tourism is not covered, and the declared purpose on the authorisation form is what determines which category you fall into.
The authorisation itself is still mandatory and still takes up to three business days to clear. Apply with a letter from the registrar; several applicants have reported delays where the enrolment evidence was a student card alone.
